अंतरिम वित्त मंत्री का अंतरिम बजट 'खोदा पहाड़, निकली चुहिया' जैसा साबित हुआ - कांग्रेस

कांग्रेस पार्टी ने आज मोदी सरकार द्वारा संसद भवन में पेश किये गए बजट पर समीक्षा करते हुए कहा की - अंतरिम वित्त मंत्री का अंतरिम बजट 'खोदा पहाड़, निकली चुहिया' जैसा साबित हुआ। मतलब 'वादे अनेक, काम नहीं एक, 4 एकड़ भूमि के किसान से 6000 रुपए का वादा तो किया, लेकिन मोदी सरकार ने डीजल, खाद, बीज, कीटनाशक की कीमतें बढ़ाकर एवं कृषि उपकरणों पर जीएसटी लगाकर 4 एकड़ भूमि के स्वामित्व वाले किसान पर पहले से ही लगभग 24000 रुपए तक का बोझ डाल रखा है।

इस तरह 4 एकड़ भूमि वाले किसान से मोदी सरकार 24000 रुपए वसूलकर 6000 रुपए दे रही है। मतलब किसान से 18000 रुपए तो फिर भी वसूले जा रहे हैं। अगर इस 6000 की धनराशि को 5 सदस्य वाले परिवार पर लागू किया जाए तो, एक व्यक्ति के हिस्से में 3.33 रुपए प्रति दिन आता है, जो आधा कप चाय की कीमत के बराबर है।  मोदी जी एक किसान को आधा कप चाय की कीमत के बराबर राहत देकर अपनी पीठ थपथपा रहे हैं, देश के किसान के साथ इससे क्रूर मजाक नहीं हो सकता। असंगठित क्षेत्र के दस करोड़ श्रमिकों को 36000 रुपए सालाना पेंशन देने का एलान किया, जिसका कुल बजट बनता है 3.60 लाख करोड़ रुपए। जबकि, पैसा आवंटित किया मात्र 500 करोड़ रुपए। मतलब एक और क्रूर मजाक।


मोदी जी ने रक्षा बजट पर अपनी पीठ तो थपथपा ली लेकिन, ये नहीं बताया कि वृद्धि मात्र 15000 करोड़ रुपए की है। क्योंकि, रक्षा बजट पहले से ही 2.85 लाख करोड़ रुपए है, जिसे बढ़ाकर 3 लाख करोड़ किया है। मोदी सरकार राजकोषीय घाटे के अपने लक्ष्य से फिर चूक गयी है। मोदी सरकार घोषणाएं तो रोज करती है लेकिन, ये नहीं बताती कि पैसा कहां से आएगा? जब सरकार के मात्र 90 दिन बचे हैं, तब ये घोषणाएं की जा रही। जबकि, पांच साल तक कुछ नहीं किया। ये वोट लेने के लिए की गई घोषणाएं हैं।

After The Piyush Goyal Present the Budget for session 2019-20 at parliament House, The Congress leader P. Chidambaram, Randeep Surjewala and Priyanka Chaturvedi Address The media at AICC HQ, and said that - This was not Vote on Account, this was an account for votes, It was not an Interim Budget. It was a full-fledged Budget accompanied by an election campaign speech. By doing so, the government has trampled on time-honoured conventions. The govt has no hope of returning to power.The big takeaway is that the present govt has further weakened fiscal stability. For the 2nd year in succession the govt has missed the Fiscal Deficit target.

The revised estimate shows a slippage from 3.3% to 3.4%.The govt’s desperation is proved by its announcement of the Farmers’ Income Support Scheme to provide a measly sum ₹6,000/year to every small/medium farmer.By recklessly breaching fiscal discipline, the govt will fund the Scheme this year entirely out of borrowed money of ₹20,000Cr. Next year too, the Scheme will be funded entirely out of borrowed money of ₹75,000Cr. What about the urban poor?

I have no doubt in my mind that the Congress’ announcement of a Minimum Income Guarantee will bring true relief to all the poor households/families of the country, both farmer and non-farmer and both rural and urban.Every report from the field has exposed the false claims made regarding ODF-free villages, domestic electricity connections, use of LPG cylinders and MUDRA loans. None of the numbers put out by the govt is true.The MUDRA loans have only added to the accumulation of NPAs.The direct  tax concessions were beyond the authority of the government that will lay down office in 100 days.I have to point out that while I am a strong supporter of the use of Hindi and English as official languages, no one intended that Hindi & English should be used simultaneously.


Those who knew only Hindi did not understand one-half of the Budget Speech and those knew only English did not understand other half. Perhaps that was the real intention of the govt.The mist that wraps this Budget will lift by tomorrow and the people will see the desperation and recklessness of the government.The current govt has breached convention and presented a full-fledged budget, which is wrong. They have included the finance bill by amending the Income Tax Act, which is unprecedented
