चौधरी चरण सिंहः एक धवल व्यक्तित्व

 (चालीस वर्ष पूर्व देश भक्त मोर्चा, 1978 द्वारा प्रकाषित चौधरी चरण सिंह के व्यक्तित्व एवं कृतित्व पर आधारित स्मारिका ‘‘परंतप‘‘ में तत्कालीन विधायक एवं युवा संगठन (जनता पार्टी) के प्रदेश अध्यक्ष राजेन्द्र चौधरी का लेख)
महानता क्या है, यह कोई नापने योग्य गुण नहीं प्रतीत होता, फिर भी जब हम इसके सम्पर्कगत होते हैं, हम झट इसे पहचान लेते हैं। उच्च मन और वीर हृदय जो संदेह रहित होकर तथा विघ्न बाधाओं की परवाह न करते हुए अपने लक्ष्य की ओर निरन्तरता के साथ आगे बढ़ते हैं, अपने अन्दर महत्ता का गुण रखते हैं। भिन्न-भिन्न परिस्थितियों में प्रत्येक क्षेत्र में कुछ पुरूष प्रकाश पुंज के रूप में अवस्थित होते हैं। वे पुरूष जो साहसपूर्वक यह घोषणा करते हैं कि अकेला रह जाने पर भी वे किसी से भयभीत नहीं होते। कोई भी उनका उपहास कर सकता है। अत्याचार, उत्पीड़न तथा संघर्षरत संकटापन्न परिस्थितियों की सलीब पर इन्हें टांग सकता है। कर्तव्य-बोध से विचलित कर लोभी विचार-वृत्ति उत्पन्न करने का प्रयास कर सकता है। परन्तु वे कभी भी उसका प्रत्युत्तर क्रूरता, दमन तथा अनैतिकता से नहीं देंगे और न ही आशंकाग्रस्त होकर संघर्षपथ से विचलित होंगे। कारण, वे अंतर्मन में व्याप्त जीवंत कर्तव्य की भावना के प्रति अखंड निष्ठा एवं स्वाध्यायी कर्मठता के साथ प्रतिज्ञाबद्ध हैं।
ऐसी ही महान आत्माओं की श्रेणी में चरित्रबल से बनी बुनियाद कहे जाने वाले प्रख्यात विचारक, महान अर्थशास्त्री, मूर्धन्य राजनीतिक आख्याता, निर्भीक व्यक्तित्व, ओजस्वी वक्ता तथा कुशलतम यशस्वी प्रशासक, केन्द्रीय गृहमंत्री चौधरी चरण सिंह का नाम अग्रगण्य है।
कार्य की कोटि कैसी भी क्यों न हो-यथाशक्ति उसकी सर्वोत्तमता के प्रति निष्ठावान चौधरी साहब निष्णात कुशलता को कठोर परिश्रम की उपलब्धि मानते हैं। यही वे प्रखर आधार हैं, जिनके रहते नेक नियति, ईमानदारी, दो टूक बात कह देने की हिम्मत, बेलाग ओजस्विता, तथा मुल्क की तीन चैथाई से अधिक गंवई आबादी की हूंक, भूख, बेकली, टूटन, मजलूमियत और किये जा रहे अनवरत शोषण के शिकार लोगों की बेचैनी के दर्द को अंतर्वेदना की गहराईयों के साथ स्वयं महसूस करते रहें हैं। अतः संघर्षों, दलितों का दर्द समझने की अद्भुत क्षमता का जीवंत प्रतीक बन गये हैं- चौधरी चरण सिंह।
चौधरी साहब के समूचे राजनीतिक जीवन में उनके कृतित्व और व्यक्तित्व के मार्फत आज जो कुछ हमारे सामने है, वह सत्याचरण की सार्थकता सिद्धांतों के प्रति दृढ़ता, निष्कलंक नैतिकता और निष्कपट दायित्व भावना एक ऐसी जनप्रेरक सम्पदा है, जिसके बलबूते इस भौतिकतावादी युग प्रतीची द्वंद में जहां लम्पटता, धूर्तता, अन्याय, शोषण, भ्रष्टाचार, हंगामेंबाजी, अकर्मण्यता और गैर बराबरी का दामन लिए हुए लोग शास्त्रीय परिभाषावलियों, कानूनी दांवपेंचों, तुमुलनारेबाजी द्वारा स्थापित निपट स्वार्थी प्रचार, नितांत कृत्रिम और कुत्सित राजनीतिक जोड़-तोड़ और चमाचम के अड्डेबाज आज न केवल तड़क-भड़क की ठाटदार गमक का आनंद ले रहे हैं। वरन आज भी पूरी साज-सज्जा से ओढ़ाई गयी तिकड़मों के बल पर निहायत खूबसूरती के साथ मुल्क की गरीब जनता के रहनुमा, प्रवक्ता और न जाने क्या-क्या बनने का ढोंग कर रहे हैं। ऐसे ही लोगों की आॅंखों की किरकिरी बन गये हैं हमारे चौधरी साहब। प्रपंचियों की घेरेबंदी, जोड़तोड़ और कुत्सित साजिशों का नागपाश जितना कसा व कड़ा होता जाता है, इस ईमानदार-बेदाग व्यक्तित्व की विशाल जनप्रियता का अजगर एक फुफकार में बड़ी-उम्मीदों और कोशिशों से ढाले गये नागपाश की धज्जियां उड़ा देता है।
प्रत्येक मनुष्य की कुछ संवेदनशील आस्थाएं और मान्यताएं होती है जिनपर व्यक्ति पूरी तरह निष्ठावान रहता है। वह समस्त चिंतन, मूल्य, आस्थाएं और मान्यताएं समाज और राष्ट्र के व्यापक हितों के परिप्रेक्ष्य में कड़ी जांच-परख, असंदिग्ध विश्वसनीयता और भोगे हुए कष्टकारी अनुभवों के सत्य पर आधारित होती है। तब इस प्रकार की पृष्ठभूमि को वह व्यक्ति यदि लगन शील कठोर परिश्रमी कृतसंकल्पित और निर्भीक है, तो पूरी सच्चाई के साथ बिना गुमराह हुए मूल्यहीन राजनीति सिद्धांतविहीन सत्तामोह, पेशेवर चाटुकारिता के चटोरेपन तथा समर्थनहीन तथाकथित स्थापित व्यक्तित्वों की बिना कोई परवाह या समझौता किये अपनी असंदिग्ध ईमानदारी एवं कर्मठता की अतिशय शक्ति के बलबूते पर जन-जन की आकांक्षा, आशाओं और विश्वासों का केंद्रबिंदु बन जाता है।
आज चौधरी साहब के बारे में सोचता हॅूं तो पाता हॅूं कि उनके पीछे रहस्य नाम की कोई भी वस्तुपरकता नही है कि जिसे अन्वेषण करने की आवश्यकता महसूस हो। उनकी कार्यशैली तथा उनके चरित्रगत मूल्य सर्वथा स्पष्ट और वास्तविक हैं। चौधरी साहब ने सदैव जर्जर मानवता के कल्याण के लिए अकथनीय संघर्ष सहा है और कुर्बानियां दी हैं, सत्ता का विरोध किया है और तब तक अटूट आत्मशक्ति के साथ डटे रहे हैं, जब तक कि निश्चयात्मक परिणामों तक नहीं पहुंच गये। यही वे कारण हैं कि चौधरी साहब जनप्रियता के सर्वोच्च शिखर पर आरूढ़ हैं। जब भी ऐसे अवसर आयें हैं चाहे वह विधानसभा चुनाव हों या लोकसभा के इस पाक साफ व्यक्ति की ईमानदारी पर अटूट विश्वास करते हुए जनमत से पूरे यकीन और मोहब्बत के साथ हमेशा पूरा साथ दिया है। यही सबूत है कि चौधरी साहब की सफलता, लोकप्रियता और महानता का।
सत्ता के मद में दमन का आनंद लेने वाले लोग जिस प्रकार पूरे तालमेल के साथ जनशक्ति को घेर लेते हैं और उसे निरीह अवस्था में छोड़ देते हैं, ऐसी ही कुछ परिस्थितिगत वीभत्स दशाएं हमारे राष्ट्र के लोकतंत्र की थी देश के नागरिकों को कुछ गिरोहबंद भौतिक सम्पदा से लदे-फदे मुटठी भर लोगों के कारण जिन्हें, भारी पूंजी व्यवस्था, पृथकतावादी राजनीतिक और अराजकतावादी शक्तियों का मिला-जुला शर्मनाक सहयोग प्राप्त था।
घिनौनी साजिशों के माध्यम से नैतिकता को सलीब पर चढ़ाकर कठिन कीलें ठोकी जा रही थी। विवशता, अभाव और असुरक्षा की टूटन से जनता को निस्तब्ध कर दिया गया था। चौधरी साहब जनमत रूपी ‘‘अभिमन्यु‘‘ को विवश अकाल काल ग्रास बन जाने की पृष्ठभूमि में दुर्भावनावश निर्मित किये गये इस चक्रव्यूह को पूरी तरह तोड़ने में समर्थ हुए हैं। मानवीय चेतना की जड़ खोदने वाले स्वार्थी तत्व पुनः सिर न उठा सकें यह यज्ञ अभी शेष है।
केन्द्रीय सरकार में गृहमंत्री पद ग्रहण करने के पश्चात चौधरी चरण सिंह ने जनहित के विरूद्ध खतरा उत्पन्न करने वाले उन लोगों पर जो बन्दर बांट में अभ्यस्त थे, पर करारा प्रहार किया है और एक साथ प्रचारित राजनेता उच्चतम प्रशासक और शैली सम्राटों की सुगठित और सुनियोजित मादकता की चकाचैध को न केवल तोड़ दिया है, बल्कि इससे एक बारगी खतरे की घटी बजने का एहसास पैदा हो गया है। अब भविष्य के लिए कोई भी व्यक्ति चाहे कितना ही भव्य और गरिमामंडित क्यों न हो, जनहित के विरूद्ध प्रेरक मूल्यों की स्थापना, जनसमस्याओं के निराकरण एवं सदाचरण के मार्ग को अवरूद्ध करने का प्रयास करेगा। उसे छोड़ा नहीं जायेगा।
निरंतर बीस वर्षों से किये जा रहे उस व्यवस्थात्मक अन्याय और शोषण जिसने राष्ट्रीय अर्थव्यवस्था की चूले हिला दी हैं और जिसकी वजह से मुल्क में अस्सी फीसदी ग्रामीण आबादी की समस्याएं असामनता की खाई को इतना चैड़ा कर चुकी हैं कि त्रुटिपूर्ण परोंमुखी आर्थिक नीतियों के प्रतिफल स्वरूप अब यह एक राष्ट्रीय अनिवार्यता बन गयी है कि प्राथमिक और बुनियादी रूप से कौन से तत्काल ऐसे कदम उठाये जाएं जिससे निर्धनता की गर्दन पर प्रहार किया जा सके और बेकार-बेरोजगार, जनसमूह के हाथों को काम मिल सके। अतः चौधरी चरण सिंह कहते हैं कि प्रशासन में भ्रष्टाचार समाप्त हो, मनमानी की प्रवृत्ति पर अंकुश हो और मेहनतकश प्रवृत्तियों को संबल प्रदान करने के लिए आर्थिक नीतियों के मुद्दे ग्रामोन्मुखी हो, तब ही इस देश की जनता वास्तविक अर्थों में मूल्यवान रोटी और आजादी का रसास्वादन करने में समर्थ हो सकेगी।
